Key takeaways: The Election Commission has set February 7, 2027 for the first phase of Punjab’s local government elections, the province’s first since 2015. In Khyber Pakhtunkhwa, preparations for local polls have been halted until further orders.

The Election Commission of Pakistan (ECP) has set February 7, 2027, as the date for the first phase of local government elections in Punjab, the province’s first local polls since 2015. The announcement came on Thursday, alongside a decision to halt preparations for local elections in Khyber Pakhtunkhwa until further orders.
A four-member bench headed by Chief Election Commissioner Sikandar Sultan Raja accepted a request from the Punjab government to hold the elections in phases, with polling after January 20, 2027. The province had first agreed to a window between December 15, 2026, and January 15, 2027, before its cabinet committee asked for April 2027, citing smog, dense fog, adverse weather, Ramazan and the unavailability of schoolteachers. It later revised its request to January or February, saying weather usually improves in February.
The commission said it accepted the request to ensure that candidates and voters in every constituency were given equal opportunities. The date falls one day before Ramazan is expected to begin on February 8.
In Khyber Pakhtunkhwa, the commission suspended all preparations for local elections after reviewing a federal government order issued on November 4. The order extended the suspension of Article 140-A of the Constitution, the provision that makes elected local governments mandatory in every province, to the whole province. The article had already been suspended in some districts after emergency and governor’s rule were imposed in the province on October 11.
The ECP had ordered on October 28 that polls be held in districts where delimitation was complete, excluding 12 districts under special emergency measures. But it said holding elections in the remaining districts was no longer possible under the new order. The federal cabinet has also transferred the powers of the chief minister, who became non-functional after the emergency, to Governor Faisal Karim Kundi.
Why it matters
Local governments run the services closest to daily life: street cleaning, water supply, local roads and neighbourhood decisions. Punjab, Pakistan’s most populous province, has been without elected local councils since 2015, leaving those functions to provincial administrators and unelected officials. The February date restores a democratic layer that has been missing for more than a decade, although only the first phase has been scheduled so far.
In Khyber Pakhtunkhwa, the halt leaves local polls in limbo. Article 140-A, added through the 18th Amendment in 2010, makes local government a constitutional requirement rather than a choice for a chief minister. With the provision suspended across the province, executive authority is concentrated in the governor’s office, with no elected local bodies as a counterweight, a senior ECP official told Dawn. The suspension stands until it is withdrawn, the emergency ends, or a court strikes it down.
What happens next
The ECP has yet to announce a schedule for the remaining phases in Punjab, or the districts covered by the first phase. In Khyber Pakhtunkhwa, any revival of local polls depends on the federal order being lifted or overturned. For now, the two provinces are moving in opposite directions: one towards its first local vote in more than a decade, the other with its local elections on hold.
