He said, Pakistan has never refused to negotiate, but India has never created the right atmosphere needed for dialogue. FM Qureshi also asserts that bilateral talks with India hinged on Delhi ending curfew in IoK, restoring human rights, and releasing detained Kashmiri leaders.
